Aurora businessman Kirk Penner was appointed by Gov. Pete Ricketts Thursday to fill a vacant seat on the Nebraska State Board of Education, saying he is honored by the appointment and fully aware of the hot-button policy issues he will soon be involved with.

A combination of tornadoes and straight-line winds blew through Hamilton County Dec. 15, causing random reports of damage in the area in what weather officials are calling “a historic storm event.
