The Phillips Village Board tackled many of the big agenda items discussed last month at its Aug. 3 meeting such as Memorial Hall quorum/ownership debate, curfew and nuisance abatement.
Unlike the last meeting, calm and sometimes laughter fell over the 22 town residents gathered in village hall. The following is a breakdown of the discussions and resolutions of the three major changes that might come to Phillips. 
After last month’s heated discussion during the village board meeting on July 7, the discussion around Memorial Hall remained quiet with little interruption.
Village board attorney Kent Rauert took the lead on the discussion, with a stated goal of not taking a side on the issue while addressing the confusion that might surround the ownership status of the hall, with no discussion on the quorum issue.
