Downtown bldgs in Aurora should be maintained

I was recently made aware of a situation that could have been prevented. The crumbling of the old Campbell’s Gambles store building on the east side of the square angers and sickens me since the present owner apparently did nothing to take care of it.
When my parents’ hardware store business outgrew the space on the south side of the square in 1967, they bought two buildings on the east side of the square -- south end a former hatchery and north end storage for Vetter Brothers’ Dodge -- and had them remodeled and made into one building. My dad always had the roof tarred every other year since it was a flat roof. My parents KNEW that upkeep of the entire building was vital.
After they retired and the building was not being used anymore, they sold it to Mrs. Smith of Hampton for an antique store. Later she sold it to, I believe, the present owner.
My questions are: Is there someone in city government to check buildings around the square, especially those that are empty and make it mandatory to have upkeep and preventive measures taken to keep the buildings structurally sound. And if that isn’t the case why isn’t it?
